The winds blow counterclockwise around low pressure areas, so imagine an eggbeater that is stirring the air counterclockwise. The northern part of the circulation, which is in South Dakota, has winds blowing from the east to the west, while winds at the southern edge (in central Mexico) are blowing the opposite direction (west to east). The center of the low covers all of the state of Texas.
